IT Division Cost Recovery Services

Working with BFA, the IT Division has formalized and expanded communication around existing cost recovery practices to improve transparency, consistency, and campus understanding. The university has historically charged departments for IT services that fall outside core operational and academic support. 

What is Core (Base-Funded)

Core IT services remain centrally funded and include:

  • Maintenance of existing infrastructure and systems
  • Break/fix and preventative maintenance
  • Lifecycle replacement of approved equipment
  • Support for credit-bearing instruction

What is Charged (Cost Recovery)

Departments are charged only for non-standard, project-based, or expanded services within specific service areas, including:

  • New installations and system expansions
  • Major upgrades or enhancements beyond standard configurations
  • Renovations requiring a new system design
  • Event-based or temporary support
  • Non-instructional, administrative, or externally facing work

IT Division Cost Recovery Services Overview

Departments should consult with the appropriate IT unit to confirm scope and chargeback expectations prior to initiating work.

IT Services provides ongoing maintenance, break/fix support, preventative maintenance, system monitoring, and lifecycle replacement of approved end-of-life equipment for supported audiovisual systems in learning environments, conference rooms, labs, and other standard campus spaces. Services support sustaining existing, approved configurations and maintaining alignment with established campus technology standards to ensure reliable operation.

Work that extends beyond sustaining existing environments is subject to chargeback. This includes, but is not limited to, project-based efforts such as new A/V installations, significant enhancements beyond standard configurations, renovations impacting A/V systems, custom or non-standard implementations, and event- specific A/V or IT support, including all non-instructional equipment check out.

IT Network & Infrastructure (ITNI) provides ongoing maintenance, break/fix support, preventative maintenance, monitoring, security updates, and lifecycle replacement of approved end-of-life equipment required to maintain standard wired, wireless, and core infrastructure services in supported campus facilities. Services are limited to sustaining secure, reliable, and standardized network operations within existing environments.

Work that involves expansion, redesign, or enhancement of network or infrastructure services is subject to chargeback. This includes, but is not limited to, new network installations, service expansion to new or renovated spaces, significant capacity or resiliency upgrades beyond baseline standards, specialized or non- standard configurations, and temporary or event-specific deployments.

Instructional Design Services provide course design consultation, instructional technology guidance, accessibility consultation, and faculty development directly related to credit-bearing instruction offered by university programs. Services support the development, delivery, and continuous improvement of academic coursework.

Work not directly tied to credit-bearing instruction offered through university programs is subject to chargeback. This includes, but is not limited to, administrative or operational training development, marketing or promotional content, event-related materials, grant-funded initiatives, and custom multimedia production beyond instructional needs.

Video Production Services provide media production support aligned with credit-bearing instruction offered through university programs. This includes instructional media development, lecture capture support, and video content used within coursework.

Media production that primarily supports non-instructional purposes or instruction not offered through university programs is subject to chargeback. This includes, but is not limited to, marketing and promotional videos, recruitment materials, fundraising content, social media campaigns, administrative communications, event coverage, and externally facing productions not directly tied to university academic coursework.

Graphic Design Services provide design support directly aligned with credit-bearing instruction offered through university programs. This includes instructional materials, classroom resources, and accessibility-focused design for coursework.

Design services that primarily support non-instructional purposes or instruction not offered through university programs are subject to chargeback. This includes, but is not limited to, marketing and promotional materials, recruitment campaigns, event branding, fundraising collateral, social media graphics, administrative communications, and externally facing materials not connected to state-supported academic coursework.
