IT Governance Council and Senate IIT
The IT Governance Council and the Senate Instructional and Information Technology (IIT) Committee are the two major IT governing structures at SDSU. While the IT Governance Council addresses university-wide IT needs, the Senate IIT Committee advises more specifically on technology and policies impacting teaching and instruction. To ensure coordination across both groups and a commitment to shared governance, the Senate IIT group shall have a seat on the IT Governance Council.
IT Governance Council Members

David Ely
Dr. David Ely is Associate Dean for Academic Affairs at SDSU’s Fowler College of Business. Since 1986, he has led efforts in curriculum development, accreditation, and learning assessment. He holds a PhD in economics from The Ohio State University and researches financial institution regulation. He also serves on the Union-Tribune’s Econometer panel.

James P. Frazee
Dr. James P. Frazee, CIO and Vice President for IT at SDSU, leads technology strategy and innovation across the university. Since 1999, he has fostered partnerships that drive digital transformation, support academic success, and enhance IT infrastructure. He is committed to public higher education and its mission of service and access.

Heather Hawkins
Heather Hawkins, Chief Financial Officer of Aztec Shops at SDSU, brings over 20 years of financial expertise. Since joining in 2018, she has led key initiatives in financial systems and operations. A CPA in California and Ontario, she holds a Bachelor of Commerce from McMaster University and has held senior roles across multiple global firms.

Crystal Little
Crystal Little serves as Associate Vice President of Financial Operations at SDSU, overseeing budgetary controls and key financial departments including Audit, Procure-to-Pay, and the University Controller’s Office. Since joining SDSU in 2003, she has played a critical role in maintaining sound financial and administrative procedures.

Jeff Luko
Jeff Luko serves as the Senior Director of Data Management in University Relations and Development at San Diego State University (SDSU). With over two decades of experience in higher education and data management, Jeff plays a pivotal role in overseeing alumni, prospect, donor, and giving data to support the university's philanthropic mission and alumni engagement efforts.

Frances Nedjat-Haiem
Dr. Frances Nedjat-Haiem, Associate Professor of Social Work at SDSU, develops interventions to enhance quality of life for vulnerable populations with chronic conditions. She integrates technology in teaching and practice, serves on key university IT committees, and has held national leadership roles in social work and health care decision-making policy.

Rashmi C. Praba
Rashmi C. Praba, Associate Vice President for Student Affairs and Campus Diversity at SDSU, oversees strategic operations including Financial Aid, Basic Needs, and Scholarships. Since 2001, she has held key leadership roles across campus and led major initiatives in resource management, employee development, and student support services.

Sonja Pruitt-Lord
Dr. Sonja Pruitt-Lord is Interim Vice Provost and Professor at SDSU. Her research, funded by NIH and U.S. DOE, focuses on reducing disparities in language disorder diagnosis among children. Recognized for excellence in mentoring and teaching, she is a fellow of the American Speech-Language-Hearing Association and National Academies of Practice.

Rachel Raynoha
Rachel Raynoha is Associate Executive Director and CIO of SDSU Research Foundation. With over 20 years of experience, she leads IT strategy to align with research and academic goals. She has driven major system improvements across sectors and holds a BA from CSU San Marcos with advanced training in IS and project management.

Mark B. Reed
Dr. Mark B. Reed, Senior Associate Vice President for Research at SDSU, oversees operations, advancement, and undergraduate research. A public health faculty member, he researches alcohol use prevention and equity in academia. Widely published and funded, he is a Fellow and past-President of the American Academy of Health Behavior.

Brittany Santos-Derieg
Brittany Santos-Derieg, Chief of Staff to the President at SDSU, leads University Strategic Communications and Public Affairs. She advises the President and Vice Presidents, aligning operations with strategic goals. Her background includes leadership roles at UC Davis and work supporting California K-12 districts through the Community College Foundation.
