Working Group Overview

Purpose and Scope:

The Data Governance Technical Working Group (DGTWG) is a strategic initiative convened under the San Diego State University (SDSU) Information Technology Governance Council (ITGC). It is responsible for designing a campus-wide data governance process that integrates all divisional units and institutional data systems.

Charge:

  • Define data governance processes that span divisional boundaries and university-wide systems
  • Develop a comprehensive data governance framework
  • Establish clearly defined data ownership and stewardship roles
  • Improve the quality, consistency, and integrity of institutional data
  • Enhance the protection, privacy, and security of sensitive data
  • Promote data literacy and equitable access to data
  • Foster communication and collaboration across campus stakeholders

Key Objectives & Focus Areas

Strategic Objectives:
  • Advance the university’s data maturity and infrastructure scalability
  • Address limitations of decentralized systems and inconsistent reporting
  • Enable informed decision-making aligned with WASC Senior College and University Commission (WSCUC) accreditation recommendations
Data Governance Focus Areas:
  • Data Discovery and Mapping: Identify, classify, and document data sources and flows
  • Minimization and Limitation: Collect only data that is necessary and relevant to legitimate purposes
  • Security and Protection: Implement organizational and technical safeguards for data privacy
  • Data Subject Rights: Establish processes to support data access, correction, deletion, and portability requests

Initiatives in Motion

SDSU Data Infrastructure & Insights Initiative

This multi-phase initiative underpins the DGTWG’s work by developing a robust, scalable, and secure data platform and analytics architecture.

Scope Highlights:
  • Integrates student systems, learning management systems, and advising platforms
  • Introduces role-based access control using SDSUid, EntraID (formerly Azure Active Directory), and PeopleSoft Campus Solutions
  • Supports artificial intelligence (AI)-enabled tools for data discovery and analysis
  • Ensures compliance with Family Educational Rights and Privacy Act (FERPA), California State University (CSU) standards, and WASC requirements
